Russia will change the time zone of Novosibirsk Oblast in Siberia, setting clocks forward 1 hour at the end of July, 2016.

The law was signed by Russian president Vladimir Putin on Monday, July 4, 2016.

If the federal law proposal is approved, clocks in Novosibirsk Oblast will be turned forward 1 hour from 02:00 (2 am) to 03:00 (3 am) local time on July 24, 2016.
A Very Likely Change
The change would also affect the Siberian oblast's administrative center in Novosibirsk.
The time zone proposal for Novosibirsk comes in addition to several recent time zone changes in Russia this year, and it is very likely this proposal also will go through.
Forward 1 Hour
Novosibirsk's UTC offset would go from UTC+6 to UTC+7, giving it the same local time as Tomsk, Krasnoyarsk, Norilsk, and Khatanga.
Other New Time Zones
There have been several recent time zone changes in Russia: Tomsk Oblast turned its clocks 1 hour forward on May 29, 2016 and Magadan Oblast added 1 hour on April 24, 2016.
On March 27, 2016, another 6 areas in Russia shifted to a new time zone, including the cities Yuzhno-Sakhalinsk, Chita, Gorno-Altaysk, Barnaul, Ulyanovsk, and Astrakhan.
